Cannot reformat computor

I am trying to reformat my computor (windows 8) because it is slow and does not respond, but the reformat process does not work. I get the following messages:

Recovery:

Your PC needs to be repaired.

A required device isn't connected or cannot be accessed.

Error code  0xc0000185

Is there some otherway I can reformat?
