Can't get past the login screen

Hello, I'm looking for help with my HP Pavilion dv7 with windows 7 home premium I just got it from my uncle who hasn't use it for long time. Long enough where He forgot his login password and there is no guest just his one account. So my problem an what I'm trying to figure out is if it's possible how could I get to the control panel or is there anyway I can create myself an account.
