My computer won't turn on

Every time I turn my laptop on it gives me a option to turn on normally or some other recommended solution if I click the recommended solution it goes to a loading files screen and goes almost to a desktop screen it's blue and freezes. But if I click on continue to turn on normally it freezes on the logo an won't go past that screen either. Help please!!
