There was an entire thread about this and everyone was targeting sticky keys etc., with other solutions that didn't work. I had to do the 8-second method every time to be able to use the keyboard on my HP Envy laptop. Just by chance I turned off the fast startup in Power settings and I haven't had the issue since. Hope others see this and try it, been working for several days for me with no problem.
