Power up fail, then power up good

This issue is intermittent but very frequent.

 

When I power up my laptop, with or without power cord (Problem happens either way) it will act like it's starting and then shut down abruptly before getting to windows logo.  When I power up again it always powers up on the second try.

 

Sometimes this will happen repeatedly and other times I can go several days before it happens.  I have already disabled secure boot in the bios but that has not fixed the problem.

 

Also there are no flashes on caps lock key when this happens.  Just the initial immediate flash upon power up then no further flashing.

 

Here is the system info I thought would be useful.  If any additional information is needed just let me know.
