HP Windows 7 starter not booting up and startup not working

When I turn my computer on it says do you want to launch startup repair (recomended) or start windows normally. If I press start windows normally it just goes back to do you want to launch startup repair (recomended) or start windows normally.

Then I go onto launch startup repair, it then goes as a blue screen and nothing happens.

Please help me as I need this laptop for my school work.
