Slow computer after factory reset

A few weeks ago I had to reinstall windows with the recovery discs I got through HP because of a virus. After doing the factory reset and installing my drivers with the driver disc and updating windows to the latest, I noticed my computer was a little slower than it used to be. When I opened up internet explorer 10 ( won't use 11 because of the issues it has) it took 30 seconds to load my home page which is google.  I have no idea what else to do to improve this. The stuff I tried knocked it down to 25 seconds but still that's really slow compared to my desktop that loads everything instantly. I kind of think its the AMD processor because my desktop has intel core I7 920 and it has the same stuff as the laptop ( excluding hardware of course) and it works way faster.

 

Things I tried to fix this:

 

1. Power cycle my modem and router (even though my other computers didn't have this issue)

2. Disabled uneeded startup programs

3. Disabled uneeded addons for IE ( only onces that run now are flash, java, and microsoft built in addons)

4. Updated all drivers and windows

5. Ran maintaince utilitys ( error checker, disk cleanup, disk defrag, registry cleanup)

6. Reseting IE settings and deleting history

HP G61-429WM

Windows 7 64-bit

AMD Sempron M160

4 GB Ram

320 GB hard drive ( only 30 GB used)
