My CPU is throttling.. HELP!!

Hi, I recently purchased a HP 250 laptop running windows 8.1 (2.40ghz / 4.00gb ram) I have ran LatencyMon and found out my CPU is being throttled, I have optimized the laptop and removed any unnecessary programs but I am still having issues. Can anyone help or suggest how to fix this issue?

Reported CPU Speed: 2395Mhz
Measured CPU Speed: 1535Mhz
