HP Split 13-m010dx X2 - system "stutters" after resume from hibernation or reboot.

Hi,

its my first time here, as I consider myself able to solve my problems, this one I can't.

The problem

After resuming from hibernation, the system "stutters", meaning the interface is paused for half-a-second to a second with 1-3 second intervals.
The screen freezes for the pause, resumes for the interval.
The sound (any sound) is stuttering during the pause.
If I'm moving the mouse cursor via trackpad, then only those actions that are during the intervals are registered (so its mostly unusable). The same goes for the touchscreen.
Keyboard actions are registered regardless of when they are made (might be a clue, though I don't know to what).

If I restart, the problem continues.

The problem goes away after some time, from 5 min to one hour, couldn't pinpoint why.

It seems to get worse with more load on resources, though closing every application doesn't solve it.

The setup

I'm on windows 8.1 home with standard HP Split x2 13-m010dx setup, except for a hard-drive in the base enclosure, added it later myself.

The drivers and BIOS are up to date.

Malware protection is Windows Defender, no other security-health utilities are/were used.

The system has latest updates.

What I tried

I've tried pinpointing the problem. It appears even if wifi in airplane mode, I concluded it's not networking.

It continues (or reappears) after restart, so it might be hardware. Memory and both hard drive checks came up negative – healthy as a baby.

The BIOS doesn't stutter (that would be alarming), but the stuttering appears already at the windows loading screen – with the progress ring and the logo.

I've tried using resource monitor to identify the problem, but it doesn't show up conclusively on the graphs. It does seem to go away faster with less load, other than that the symptoms are the same whether the load is below 20% cpu or above 80%. The possible culprits might include "System interrupts", "svchost", though its speculation – I've no conclusive evidence that the spikes they produced correlate with the stuttering.

Malware Protection service also doesn't appear to affect the problem, turned off or on.

The problem is extremely annoying, especially if I have to do something important right now – I can't wait for it to stop stuttering. I'd like to understand what the problem is and how to get rid of it. I'll be thankful for any leads. Any suggestions?
