Can't scroll consistently on HP ProBook 450G2

I have a brand new HP Probook 450G2. I'm using Windows 7. The touchpad does not ALWAYS work to move the scroll bar. Sometimes it does, sometimes not. It works more often with 2 fingers, but not always then either.  Sometimes buttons do not seem to respond to the touchpad either. sometimes I can select text by dragging on the trackpad, and sometimes it does not respond. When it does respond, the pressure on the pad does not need to be very heavy and when it doesn't respond a heavier push does not solve it. Is this a setting issue or a driver issue, or is there some special technique needed? I've never had this problem with touchpads before? If it is a setting issue, where do I find the settings, and what setting do I need? Thanks
