Why does my Envy Mouse pad go crazy after I have been online a while?

Why does my Envy TouchSmart notebook running Windows 8.1 seem to have a mouse that goes crazy after a few minutes online?  Websites hang and they can only be closed with Task Manager; getting the right-click start menu to come up requires 10 tries, because it keeps flipping from the desktop to the "pretty 8.1 tiles; " screen magnification jumps from so tiny I can't read it to so big I can't read it, and so forth. 

 

I know this sounds like The Madwoman of Information Technology, but could this be due to a virus/malware thing where someone far away has entered my system and has sort of a "flag and funnel" system that sends an alert when I log on?  I just had to put down a computer that had what was called a "persistent" pest that could not be removed with conventional nuke-and-burn methods.   (Not recovery partition, but DBAN and the like.)

 

I just had this happen twice this morning, and both times it was corrected by unplugging and rebooting my router. 

 

Is there any way I can just install Windows 7 on a different partition?  Is there any other way I can solve this problem more effectively than by disconnecting and reconnecting to the net?  Is this somehow related to this morning's previous post, "Why is HP's Recovery Manager started by Rebecca.exe?"
