Help!HP Pavilion Entertainment PC(Laptop)

I can't get into my laptop recently with the same problem as last time.The last time I had this problem I fixxed it by messing around unplugging and plugging in the battery pack, but now this will not work and I've only found one way to fix which was hard resseting, but that seems to do nothing when I try to reboot

There are no notable changes in my laptop, it was working fine just before the problem spawned.

If there is anything to note it's that when my laptop doesn't boot up the power button light is on and the rest op the laptop seems to know what it's doing except the charge and disk lights(the ones with a thunder and three disks symbles)which don't light up even with the charger plugged in.Also when this happens the laptop sounds like it's booting up for three seconds but then stops with a small and quite crackling noise.Lastly the laptop does not power down and I need to hold down the power button to turn it off.
