Your pc did not start correctly

I decided to restore my laptop (showed 2 dates 2 weeks apart) after this it always comes up with: computer unable to start.
I have tried the following but still keeps coming up with the same blue screen & message
Restore (again)
Run-in
Tune up
Start-up
Hard disk

Can someone please give me some advise on how to get it back working?
