Hp stream 11 not functioning#

i received an hp stream 11 from my brother who came to ghana, told me it was faulty and had to repair it. the fault is, when you put it on the power led blinks thrice and that is all, not even screen shows a thing. Moreover, since i was not the original buyer there is no product number nor serial number. i only know it is hp stream 11.

I seriously nbeed help, because i have sent to various technicians and has been to no avail.
