Hp 17- e020us and it wont run for some reason

Dear Experts,
I have an Hp 17- e020us and it wont run for some reason.. All what it does is when it turns on the fen starts making noises similar to like some sort of airplane then immidiatly it goes to a window where it says Bios Upgraide and it initilizes some upgrades and then after its finishes upgrading it just reloads it self and goes to a blank black screen... and then if I'll take down the battery or just turn it down by a power button and try to turn it back on it will repeat everysingle thing again.
