Reset broke windows 10

I reset my Windows 10 and it kept locking at 39% and kept saying couldn't reset fully. I then tried with the keeping files option and again locked at 39%. I then chose exit back to Windows and now nothing. Loads HP logo and goes black and over and over. I've hard reset the laptop and nothing.

I've no access to any other machines to get boot cd.

I can access bios and boot screens.

Help.
